Broad-Winged Hawk?

I never did get to see this fellow fly. He seemed mesmerized by the cars flying passed.

Is this a broad-winged Hawk?

PS: No kidding. Does BIF mean Bird-In-Flight or Bird-In-Focus? The later seems more ironically correct.
