Suspected photo thief - can I block his ISP?

Based on a very methodical and systematic viewing pattern, and along with a very abnormally high number of hits (2000+) on my site at predictable viewing durations, I believe my images are being stolen via screen captures.
The viewer is able to frequently change his IP address, but his ISP in Taipei, Taiwan remains the same - Chunghwa Telecom Data Communication Business Group.
I've tracked this person with Statcounter, and he is also doing Smugmug searches, so I'd guess he may be stealing from several Smugmug sites.
Is there a way I can block access to users of his specific ISP??

His IP address is variable, so I'd like to block his internet service provider. Is there a way to do that?

The ability to block visitors, selectively or as a group, would nicely compliment Smugmug's existing security options.
