I shoot in rather low light, and my 2.8 lens holds up pretty well if I crank the ISO up to 640 or 800. 2.8 is generally considered a good aperture for low light shooting. A tripod and/or flash will help compensate for slower shutter speeds

For me, an f2.8 would be the minimum.
    I personally use 20mm f1.8, 50mm f1.8, and 135 f2 for low light.
But generally for low light work, faster is better and I would recommend somthing along a f1.8 or f1.4 if possible.

The Nikkor 28mm, f/2.8D tests pretty well wide open so yes, it should work fairly well in low-light situations.
