As always, I know you are interested in any C&C. In general, the primary purpose of working with selective OOF areas is to draw particular attention to that area that is in focus. In this case that means the number 211 on a parking space. I find this picture to lack any real interest for me. The technique you employ is fine......the subject matter just doesn't click on this one. I'm sure others may feel differently.
I always wanted to lie naked on a bearskin rug in front of a fireplace. Cracker Barrel didn't take kindly to it.
