The pelicans seem to always finding food by just waiting around.
The white bird sitting on the cleaning bench appears to be the Manger of Distribution for pelican group while the fisherman does the work.

Hi Gil, they all look like they are being very patient about the fisherman going about his business, in the hope for a handout.
The little fella on the bench at least has a far better chance of getting a scrap than the Pelicans on the ground do.

The pelicans are use to humans feeding them, as long as you don't try to take food from them. I added the color shot below. Thank you for your comments.
