Can someone tell me what software I can use to get this effect? Are there any free or low cost ones as well?

The GIMP can do this and it is freeware. GIMP is also only 8 bit processing and 16 bit software may produce better results.

Do be aware that the process is tedious and time consuming and will take a while to do properly.
