Photoshop elements will do that and a whole lot more. around $100.

Pretty much any software that allows layers as well as either alpha channels or clipping paths should be able to produce this.

The GIMP can do this and it is freeware. GIMP is also only 8 bit processing and 16 bit software may produce better results.

Do be aware that the process is tedious and time consuming and will take a while to do properly.
