Guides and Ruler Origin Point

Hello!
Question for Photoshop CS3 from a new PS user -
After changing the ruler origin point by draging the crosshairs, I cannot place a guide (NEW>GUIDE) relative to the new ruler origin point. All guides are placed on the image relative to the default (top, left) edge of the image. I thought the origin moved with the ruler and the guides would be placed relative to the new origin location. Is this not correct?
I am trying to create a template for a photo book with guides that start from the center of the book both horizontally and vertically. In other words, my origin would be in the exact center of the book when fully open. Then measurements could be symmetrical from the binding.
