What's the best method for cutting out objects in photos, particularly people, to make collages etc...?

Seriously, there is no simple answer to your question. Photoshop offers many different tools. In all but the simplest cases, you will need to use several to get good results in a reasonable time. Which ones are appropriate depends completely on the image itself.
If you are "just playing around," learn to use the magic wand and refine the selection with quick mask. If you are more demanding, Katrin Eismann's book, Photoshop Masking & Compositing is a must read. Be warned that it's 500 pages long, though it is well-written and illustrated.
