I'm not sure what Adobe Basic is... I know of Photoshop, Photoshop Elements and Photoshop Album. Is it one of these three programs you have?
- Photoshop - Batch resizing? No Problem! Here is a tutorial for Photoshop 7.0. I think a thing or two have changed since 7.0 so if you have trouble, take a look at this thread.
- Photoshop Elements - Yes, although I think you'll need Elements 3.0 or later. Here is a tutorial.
- Photoshop Album - I'm not sure, but I don't think it can batch resize.
Zoomer Ex I'm not familiar with.Dell Picture Studio 2.0 includes Paint Shop Pro 8.0 which will do batch resizing through it's scripting feature. Catch is I don't have any idea how to help you get it working! I can only offer the advice "google is your friend"
If you want to batch upload images to smugmug, take a look at Nikolai's SmugmugExplorer.
In what way are you wanting to resize? Are you wanting to increase or decrease the total pixel count? Are you wanting to crop images to a certain aspect ratio?
