Most Popular Different Logged In

How come the set of most popular photos on my homepage changes when I log in. The visitor sees different set of most popular photos. Which one is "correct"?

    It's been that way for years with occasional small differences in the popular photos when logged in or not logged in. When it's been asked about before, I've never seen an explanation.
