I'm assuming that you do have customizations on your site, right? If you don't have customizations, there won't be a user tab.

And if you are looking at a gallery that has hide owner set to yes, there also won't be a user tab.

It would be helpful if you would include a link to your site in your post. Better yet would be to put it in your signature so that it's always there. To do that, click You! (above and to the left) and then Edit Signature.

Just to make sure you know what you're looking for, my user tab (that contains my CSS customizations) is called "user-jfriend-xxxxxxxxxxx-Moz-Other-stretch.css". Yours would have your user name instead of "jfriend" and some random digits in place of the xxxxxx.

It doesn't look like you have done any customization other than selecting a theme. You won't see a user customization tab until you add some customization to your site.
