After getting poor service, actually none from Tokina USA, I'm interested in reaching Tokina's top guy in Japan.
Does anyone have his/her public contact/official e-mail?

    Good luck, but be forewarned, email is not the preferred first method of contact if you've never talked to a company in Japan before. If you can call, maybe with a translator, that would be the by far better option.
