Changing File Sizes

I'm new to Digital Photo Professional and this forum. I'm hoping to learn how to reduce the file size of a photo using Digital Professional. I'm assuming (I know, I've heard what happens when you assume) that to post a picture on a website, you don't want to post a 3-4 megabite file.

First question - do we need to reduce the file size for photos that will be posted on a website?

Second question - if we in fact do need to reduce the file size, how do we go about doing it?

Third question - what is the best format for photos on a website? We have a family website and I'd like to post photos, but want to best utilize the space available to us - so I'm not taking up too much space on the site to allow for more posts.
