Is there any Noticeable difference between the sigma 1.4x converter for canon and the canon model? Will IS still work with the sigma model? Thanks.
Also, other then raising the minimum aperture value will a 2.0 converter decrease the image quality more? thanks.

IS will still work fine. Also, since you have the 2.8, the 2x extender will allow auto-focus to still work on your 30D, but your image quality will take a little bit of a hit. I do not know how good the Sigma extenders are optically, but my Canon 1.4x is awesome

Yes, image quality. The Canon performs better than almost all other
TC's. One exception is the Kenko Pro 300 1.4x. This one is a tad less
sharp in the center but is overall sharper (especialy in the corners).
If you shoot crop you won't notice the corners however.
