When to flash and when not?

Are there any guidelines on when to use flash in sports photography and when not?
And what settings? Hi ISO or not? fix aperture or not? Manual or TTL? etc.
Never done it before but getting an SB-800 soon and I do like taking photos of moving objects - cars... bikes... my kids

For kids, etc, use flash for filling in shadows when outside. When inside, point the flash up so it bounces off the ceiling and gives more natural light.
