Couple of bugs on a beach rose

The bee seems to be hiding from this guy. Thought he was a hover fly but he seems to have a stinger on his rear and the stripes don't look right. ID?

The bug at the top is a hoverfly- looks like it's been egg-laying- the abdomen extends out like that when they have.

Thanks Phil. Before I joined the forum I always thought these hover flies were baby yellow jackets.
