Buying prints pre-packaged in foam backing/mat, etc?

You know those prints you see when you're on vacation especially at national history sites like Gettysburg, PA and so on? Where it has the photo/print sealed in a plastic bag and the print is already mounted in some sort of foam backing or mat or whatever? Pardon my ignorance with regard to framing/mat, etc
Well, do you have a source for that? I mean can you order prints and have them packaged like that, ready to sell? My thought was maybe ordering some prints of mine like that and trying to sell some locally to see what happens. No frame, just the print and the foam backing or whatever...so it's easy to display, easy to store (so it doesn't get messed up) and for the most part ready for the buyer to go get a frame of their choice.
