"Promoting" photo comments to gallery comments on Guestbook page

I have a Guestbook page with a single image and comments turned on. The idea was to have this page as a way for people to leave comments that I (and anyone else who visits) can see.
While I have some comments that have been left, some of the users have first clicked on the photo and then left their comments, resulting in the comments being associated with the photo and not the gallery.
The effect is when you go to the main gallery page, viewers will not see all the comments there (the gallery page shows only gallery comments). Those users crafty enough to click on the photo can see all the comments (both gallery and photo).
1. Is there is a way to set up a gallery so that comments can be added only to the gallery and not the photo(s) within the gallery?
2. Is there a way to "promote" comments which were left regarding a specific photo to the main gallery level, so that all the comments can be seen there?
