I would not recommend ... Upload > To New Gallery when in a gallery or folder. It does not let you see all the settings
when creating a new gallery.
Always go to Organizer for adding folders and galleries.
Organizer is the only place you can add folders.
Why is the button to create new folder/gallery no longer existed?
If you click the "Upload" link, there is the option for new gallery or new folder. I haven't used this myself, though - I've been doing as Allen recommends.

My bad. Sorry about that. To clarify, the option for new gallery is there, but there's no option for new folder. If you click new gallery, you're forced to find only an existing folder.

My bad. Sorry about that. To clarify, the option for new gallery is there, but there's no option for new folder. If you click new gallery, you're forced to find only an existing folder.

It is now located in the Organizer view. Folder is the first option.
You'll need to first highlight your root name top "directory" to create a new folder.
