    I'm not sure. I know here it's a civic littering by-law that carries fairly steep fines because the majority of people rip them off the windshield and throw them on the ground. There are also issues with trespassing. When you're in a mall parking lot distributing flyers, you can be charged with trespassing in some jurisdictions (and mall staff hate you because they have to clean up the mess after you). To me, it's not worth the aggravation and potential negative publicity - ESPECIALLY if you are in a small town.
