Why not load Google Chrome and Mozilla Firefox onto a USB drive loaded up with the necessary bookmarks ( and any other suitable files like photocopies of her passport, birth certificate etc., travel insurance numbers etc... which comes in handy if you lose your passport or get ill)
Then you are reliant on one thing only - a USB port to do what you need. The program's will load up providing the computer is running Windows. But beware, make sure you get a stick with write protection on it and make sure it is enabled before it is entered into any computer at an internet cafe. One sure fire way of getting a virus!
Having travelled through Vietnam and Indonesia one thing is for sure, most internet cafe's are Neanderthal compared to what you may be used to. The ability to upload images is very restricted and most cafes internet connections are very slow. It may be different where your daughter is going but one thig is for sure - I'd be looking at either carrying a lot of spare cards or taking some sort of storage facility.
I don't erase my flash cards until I have the images on two hard drives. Seems like putting them on one drive that you are travelling with could be somewhat risky.
I take this a step further, copying to two drives, uploading and downloading from SM, and comparing with the originals before deletion. Then I know I have 3 copies, one of which is on an industrial strength and very robust storage system.
Another point to think about with a slow connection, is the length of time that the photos will take to upload. It wouldn't surprise me if your daughter needed a couple of hours to upload, just based on the bandwidth - the uploaded wouldn't matter in this case.
This is a serious concern. I've uploaded from cybercafe's in India. I only found one that had an ISDN connection which was around 116k (!). I was there 6 hours. The regular dial-up wasn't worth it at all. This was before I was with SM and I was just uploading to my FTP server back home.
I'm sure upload speeds have improved, but you may not find anything faster than dial-up there.

Some really good food for thought! I'd also recommend running the oldest version of software possible to keep the possibility system incompatibility down. You can get a portable version of FF 1.0 from www.portableapps.com that will run on 98se as well as xp. And if the system has java build 6u14, you can upload from this browser. I have 98se systems which I've tested this on.
The other thing I'd recommend is use some of the stand-alone uploaders like SmugLoader, StarExplorer, or Komodo Drop. These are self-contained and when they work, they should work well.
