The moderators of each forum are listed at the bottom right in basic forum view. There are dozens of moderators and admin's in total.

My biggest question is which place is supposed to be used for feature requests? This or the uservoice? There have been UV requests for going on 5 years and nothing has been done about them. If the SM "powers at be" don't ever expect to do something with them (when they redid the site would have been the best time) then why not tell us users it won't be done?

I know that folks from SmugMug look at the feature requests in the forum. Whether they use that more or less than anything else, I don't know-most of the moderators and admins (myself included) are volunteers and deal with the day to day operation of the forums.
If you've submitted something in either place and want to get some update, the best thing to do is email the Help Desk.

Excellent question taylowa! I agree that it's been confusing on where to discuss Feature Requests and that's why I'm consolidating things going forward. The SM Product Team will be monitoring the Feature Request Page (UserVoice) as we phase out the Feature Requests forum here. As you've stated here, it's confusing to know where to go to post feature requests and have discussions on them. I would like to simplify this and direct everyone to the UserVoice as it was meant to do exactly that: post, vote, and discuss Feature Requests. I'll be redirecting discussions here on DGrin over to the UserVoice until the migration away from discussing here on DGrin is complete.

I know there are a lot of requests and they do try to look and evaluate each of them in the larger context of all others.
Post in the forum I suggested. If you already have, find your post and bump it.
