Since it looks like you're mostly shooting ultra wide or fisheye lenses, I'm assuming DOF is not important to you. Everything's going to look more or less sharp regardless of your aperture. This is good, because it means you don't need to use high speed sync, which is good for achieving wider apertures (and shallow DOF)… -

I don't doubt that the filter you got has flaws (and that you should exchange it), but they may or may not be the cause of the flares in an image. The Samsung 2463UW-1 uses a 6bit TN panel. I can tell by its' stated 160 degree viewing angle. IPS and PVA monitors are stated to 178 degree. It looks like the motion is in the bees -- look at the antennae, the blur is on an axis. I don't think it's from ambient.
