I don't doubt that the filter you got has flaws (and that you should exchange it), but they may or may not be the cause of the flares in an image. Specks of dirt and other flaws in/on the lens will show up but the degree which they affect the image varies. Small, nonreflective objects in/on the lens are so far away from… -
