The 70-200 with a 1.4xTC = 98-280, so it's still a much shorter reach than the 100-400. Both lenses (all lenses) take advantage of the 1.6 crop factor, so you need to compare with or without the crop factor. So, if you include the crop factor... 70-200 f/2.8 w/ 1.4xTC -> 70*1.4*1.6 = 156.8, 200*1.4*1.6 = 448 -> 156.8-448… -
