A sticky is a post that a moderator deems important enough to be stuck to the top of the topic list. Normal posts get bumped downward as new posts and new threads occur. The sticky is a thread that stays at the top until someone with power takes it down.
For example the official entry thread for the #24 challenge is a sticky. This way when you go to the thread list you don't have to go searching for the one to enter your photo. It's always at the top regardless of whether other posts are more popular.
