Basically work top down, left to right in ACR. If the exposure is way off, I'd work on that first, then White Balance but otherwise, I'd work in the order the tools are presented to you. Briefly: In ACR, click the blue type at the bottom of your photo, select 16-bit and ProPhoto RGB. Once you do it it sticks, you don't have to worry about it from then on. In Photoshop, Edit-Color Settings-NA Prepress 2 you need to change the Working Space from Adobe RGB 1998 to ProPhoto RGB. That's all. You're done! :D… -

Almost certainly HTP (Highlight Tone Priority) is set to "On". HTP does help protect the highlights, at the expense of a little extra noise (which is not much at ISO 200).
