My opinion
To sue you wouldn't get any damages so it would cost you more to sue than you would receive. In my opinion, I would confirm it is your photo and then market that your photo was used in the movie. What a great way to get free advertising to everyone who saw the movie, and maybe sell a few more images?

Say, what? Even The Weather Channel? I used to like them, and now even they'd stoop so low as to rip Sid's photo? How dare they?
There must be some way Sid could talk to them about it. Doesn't Sid live near Atlanta? And isn't that where The Weather Channel's HQ is located? If only Sid could somehow get some sort of compensation from The Weather Channel, from this connection.
